Today URCA published a public consultation document on Content Regulation: Process for developing Codes of Practice. The purpose of this public consultation is to set out URCA’s initial proposals to exercise its powers of delegation by establishing an industry Working Group to develop the new Codes, and potentially to play an ongoing role relating to their future development and to compliance monitoring.’ The full document can be downloaded on this site under the tab Publications “consultations”. Part IX of the Comms Act sets out URCA’s role on content regulation. To that end, URCA is in the process of issuing a public consultation on establishing a working group to develop Codes of practice for content regulation. The Comms Act repealed the Broadcasting Act and its subsidiary legislation which covered political broadcasts. However, with the recent resignation of the Member of Parliament for the Elizabeth constituency, there is a need to have content rules in place relating to political broadcasts for the upcoming bye election. URCA is pleased to publish its first Draft Annual Plan, pursuant to Section 41 of the URCA Act. It outlines broad priorities of URCA for the three years 2009 - 2012; URCA’s strategy for the forthcoming financial year; a series of key performance indicators which URCA shall use to measure its performance during the forthcoming financial year; the level of remuneration to be received by non-executive and executive members for the forthcoming financial year; and URCA’s budget for the forthcoming financial year.
