URCA Appoints New Executive

The Utilities Regulation and Competition Authority (URCA) announces the appointment of Mr. Stephen Bereaux as Director of Policy & Regulation (DPR) with effect from July 17, 2012. The appointment, which is for a three-year term, concludes a competitive search began in April of this year, when former DPR Kathleen Riviere-Smith was named Chief Executive Officer (CEO).

Mr Bereaux most recently held the position of Senior Case Officer at URCA, since September 2010. Prior to joining URCA, he was the Senior Manager for Legal and Regulatory Affairs at the Telecommunications Authority of Trinidad and Tobago (TATT), from December 2004 to August 2010. His responsibilities primarily included providing leadership in the enforcement of the provisions of the Telecommunications Act, and in the management, operations and support of TATT’s regulatory framework. He also served as that regulator’s Corporate Secretary.

Before becoming a telecommunications regulator, Mr. Bereaux, an attorney by profession, practiced law in London and Hong Kong, specialising in Information Technology and Telecommunications Law. The new DPR becomes an executive member of URCA’s governing Board. Statutorily, URCA’s Board comprises three non-executive members and two executive members: the CEO and DPR.

Board Chairman Wayne Aranha commented on Mr. Bereaux’s appointment, lauding in particular his telecommunications background as both a regulator and private industry participant. “Mr. Bereaux has been an important member of our URCA team, who given his distinctive experience, has already brought exceptional value to our regulatory work. We look forward to even greater contributions from him, as he now takes on this key role in regulatory leadership.”
