The Utilities Regulation and Competition Authority (URCA) announces the publication of its Annual Report 2025 and Annual Plan 2026, outlining the organization’s continued evolution as a multi-sector regulator and its strategic priorities for the year ahead.
The publication, issued in accordance with Section 41 of the URCA Act, provides an overview of URCA’s work across the electronic communications, electricity, and natural gas sectors, alongside its forward-looking regulatory agenda.
URCA Chairman Randol Dorsett emphasized the importance of maintaining strong, independent regulation in an increasingly complex environment.
“URCA’s mandate is both broad and consequential. It requires us to regulate sectors that are foundational to national development, economic competitiveness and the daily lives of the Bahamian people,” Dorsett said.
“URCA remains committed to fulfilling its mandate with independence, diligence and transparency, ensuring that our work continues to protect the public interest while supporting national progress.”
URCA Chief Executive Officer Carlton Smith highlighted the organization’s continued transformation and readiness for the future.
“Regulation in The Bahamas is no longer static,” said Smith.
“It is being reshaped by rapid technological change, expanding sectoral responsibilities, and a growing national focus on energy reform and economic development.
“URCA is becoming more structured, more capable and more responsive, as we continue to evolve into a regulator that is equipped to meet both present demands and emerging challenges.”
The 2026 Annual Plan sets out URCA’s key projects, consultation schedule, and performance targets, reflecting both domestic priorities and global developments across regulated sectors.
URCA will host an Oral Hearing later this year to present the Report and Plan and engage stakeholders in accordance with its statutory obligations.
