URCA Finalises New Gas Service Worker Regulations

The Utilities Regulation and Competition Authority (URCA) has published its Statement of Results and Final Decision (NGS 18/2026) and the accompanying Gas Service Worker Regulations (NGS 19/2026), establishing a modernised regulatory framework governing the licensing and qualification of Gas Service Workers in The Bahamas’ natural gas sector.

The new Regulations replace the previous Gas Service Worker provisions previously contained within the Gas Supply Regulations (NGS 08/2024), creating a standalone framework that more accurately reflects the broader range of activities contemplated under the Natural Gas Act, 2024.

The updated framework introduces a single Gas Service Worker Licence, replacing the previous Class A and Class B licensing system. Rather than relying on rigid licence classifications, the new approach authorises work based on an individual’s demonstrated qualifications, training, certifications and practical experience, providing greater flexibility while maintaining robust public safety standards.

The regulations also establish nationally consistent competency standards, supported by a URCA entry-level examination, approved operator qualification programmes, a digital learning platform, continuing education requirements, and ongoing audits and inspections.

These measures are designed to improve regulatory clarity, strengthen accountability, streamline licensing processes and enhance oversight across the natural gas value chain, including liquefied natural gas (LNG) facilities, pipelines, storage infrastructure and downstream gas installations.

URCA received no submissions during the public consultation process and, following its review, determined that the proposed framework remained appropriate, proportionate and necessary to support the safe development of The Bahamas’ natural gas sector.

The Gas Service Worker Regulations took effect upon publication on 3 July 2026.
