NASSAU, The Bahamas – 7 September 2026 – The Utilities Regulation and Competition Authority (URCA) has issued a Request for Proposals (RFP) seeking a suitably qualified consultant to support its review of tariff applications within the electricity sector in The Bahamas. The consultancy will primarily support URCA’s assessment of tariff applications from two Public Electricity Suppliers (PES).
Under the Electricity Act, 2024, URCA is responsible for reviewing and determining whether proposed electricity tariffs are reasonable, reflect efficiently incurred costs, comply with applicable legislation and provide an opportunity for public input. Public Electricity Suppliers and Authorised Public Electricity Suppliers are expected to submit tariff review applications to URCA no later than 1 December 2026.
The selected consultant will provide independent economic and financial analysis of the tariff applications, including assessments of revenue requirements, operating and capital expenditure, rate base, depreciation, financing costs, cost of capital, demand and sales forecasts, and other relevant assumptions. The consultant will also assist URCA in developing recommendations on appropriate revenue requirements, tariff structures and tariff rates, identifying areas of concern or inconsistency, supporting stakeholder consultation and regulatory decision-making, and transferring knowledge to URCA staff.
URCA anticipates executing the contract with the successful consultant in October 2026, with the tariff review process continuing through the publication of Final Decisions anticipated in April 2027 and final staff briefings expected by May 2027.
