JOB OPPORTUNITY – International Relations Support Officer

As part of its 2026–2031 Strategic Plan, URCA is developing an International Representation
and Participation (IRP) Strategy to guide its expanding engagement across intergovernmental bodies, industry platforms, and global capacity-building initiatives.
URCA is therefore seeking a highly organized and analytical International Relations Support Officer (IRSO) to support its growing portfolio of regional and international engagement across the electronic communications and energy sectors.
The successful candidate will provide research, coordination, policy analysis, and knowledge management
support to strengthen institutional memory, enhance cross-divisional collaboration, and ensure that URCA’s participation in regional and international forums remains strategic, well-prepared, and translated into national regulatory impact. In doing so, he/she will collaborate closely with the International Relations Advisor (IRA), thematic leads within the ECS and ES divisions, and other departments as appropriate.

Candidate Profile:
The ideal candidate is a highly organized, research-driven professional who enjoys working across technical teams, translating complex information into clear insights, and supporting strategic engagement at regional and international levels. They possess strong analytical judgement, excellent writing skills, and a collaborative mindset.

Key Responsibilities:
Operational Support
 Assist the IRA in monitoring implementation of the IRP Strategy and ensuring cross-divisional alignment.
 Support the IRA in planning, coordinating, and monitoring URCA’s international engagement activities
and annual IR priorities.
 Track timelines, deliverables, and workflow progress for international activities across divisions.
 Coordinate with administrative teams for logistics, scheduling, registration, and document preparation.
This role is not responsible for clerical or routine administrative tasks but must ensure that all required
logistics are properly arranged through the appropriate channels. Collaborate with the Communications
Department to ensure accurate and timely communication of URCA’s international activities and
outcomes.

Research, Analysis, and Policy Support
 Research international ICT, digital policy, and energy-sector developments relevant to The Bahamas.
 Collaborate with ECS and ES thematic leads to gather technical inputs, align positions with sector
priorities, and prepare briefing notes, analytical summaries, and background materials.
 Support the development of national and regional positions, contributions, talking points, and working
documents for decision-making forums and study groups.
Documentation and Knowledge Management
 Maintain and expand the IR Knowledge Repository, ensuring systematic documentation of contributions,
reports, debriefs, templates, and workflows.
 Prepare post-event analysis and support internal knowledge exchanges involving ECS/ES teams and
other stakeholders.
 Support the institutionalization of knowledge-sharing practices and contribute to the continuous
improvement of IR processes and SOPs.


Stakeholder Engagement
 Maintain and regularly update a well-structured stakeholders list.
 In collaboration with the relevant departments, support liaison efforts between URCA and other key
stakeholders, particularly regarding youth engagement in regional and international ICT/digital
development matters.
 Occasional regional or international travel may be required to support URCA’s representation activities.

QUALIFICATIONS & EXPERIENCE:
Required
 Bachelor’s degree in International Relations, Public Policy, Economics, Law, Communications, or a
related field.
 2–4 years’ experience in policy analysis, research, international affairs, or regulatory/public-sector
environments.
 Demonstrated experience preparing analytical or policy-oriented reports.
Preferred
 Knowledge of ICT, digital regulation, telecommunications policy, utilities regulation, or energy-sector
issues.
 Experience with regional or international organisations (e.g., ITU, CTU, CITEL, CARICOM, IRENA).
 Familiarity with relevant multilateral processes, study groups, or technical committees.

 Proficiency with MS Teams, SharePoint, and other digital collaboration platforms.

colleagues and partners.
