URCA Publishes Final Decision and New Supplementary Licences for the Natural Gas Sector – NGS 13/2026

Nassau, The Bahamas — 19 March 2026 — The Utilities Regulation and Competition Authority (URCA) has published its Statement of Results and Final Decision following the second-round consultation on supplementary licences for the natural gas sector, together with two new standard licence documents: the LNG Pipeline Construction Licence and the LNG Terminal Construction Licence.

The decision document explains that URCA’s consultation process began in September 2025 and was later refined to focus specifically on the proposed Terminal Construction Licence and Pipeline Construction Licence. Following the second consultation issued on 25 February 2026, no responses were received, and URCA has now formally concluded the process.

As part of this next phase, URCA has simultaneously issued the LNG Pipeline Construction Licence (NGS 11/2026) and the LNG Terminal Construction Licence (NGS 12/2026). These licences establish the regulatory framework for the construction, testing, commissioning, and related operational requirements for natural gas pipelines and LNG terminals in The Bahamas.

The publication of these documents forms part of URCA’s continuing work to implement a transparent, proportionate, and non-discriminatory regulatory framework for the natural gas sector under the Natural Gas Act, 2024.
