URCA Publishes Statement of Results & Final Determination on National Spectrum Plan (2026 – 2029)

The Utilities Regulation and Competition Authority (URCA) has published the National Spectrum Plan 2026–2029 and the accompanying Statement of Results and Final Decision, following its public consultation on proposed revisions to the National Spectrum Plan.

The National Spectrum Plan 2026–2029 serves as the overarching policy and planning framework for the management of radio spectrum in The Bahamas. It sets out URCA’s strategic approach to the efficient, transparent, and forward-looking use of spectrum as a critical national resource supporting connectivity, innovation, competition, public safety, and digital inclusion.

The revised Plan aligns The Bahamas’ spectrum management framework with national priorities under the Electronic Communications Sector Policy 2024–2027 and incorporates relevant international developments, including outcomes from the World Radiocommunication Conference 2023. Key areas addressed include spectrum allocation, band planning, pricing, authorisation, monitoring and compliance, international coordination, and implementation planning.

URCA’s Statement of Results and Final Decision summarises stakeholder feedback received during the consultation process and provides URCA’s responses and final position. Written responses were received from an Anonymous Respondent, Cable Bahamas Limited and Be Aliv Limited, Bahamas Telecommunications Company Limited, and Kuiper Systems LLC. URCA thanks all respondents for their participation and confirms that all comments received were carefully considered.

The National Spectrum Plan 2026–2029 will guide URCA’s ongoing work in areas such as spectrum band planning, licensing frameworks, shared spectrum access, refarming, pricing reviews, monitoring and enforcement, and stakeholder engagement. URCA remains committed to ensuring that spectrum is managed in a manner that supports technological advancement, investment, competition, and the broader public interest.
