URCA Launches Public Consultation on Optional Modification to Standard Natural Gas Licence NGS 10/2026

Nassau, The Bahamas — 19 March 2026 — The Utilities Regulation and Competition Authority (URCA) has launched a public consultation on a proposed optional modification to standard licences in the natural gas sector that would apply to non-commercial, self-use operators. The consultation document, NGS 10/2026 – Consultation on Optional Modification to Standard Licence, was issued on 19 March 2026, with responses due by 2 April 2026.

The proposed modification is intended to create a clear and proportionate regulatory distinction between licensees operating solely for their own internal use and those participating in the natural gas market as commercial operators. Among other things, the proposal outlines a restriction on commercial activity, defines “own consumption and internal operational purposes,” and proposes a volumetric threshold of 12,000 metric tonnes per calendar year for restricted licensees.

URCA is inviting comments from licensees, stakeholders, and members of the public. Responses may be submitted electronically through URCA’s online consultation questionnaire or by email to info@urcabahamas.bs on or before 2 April 2026.

This consultation forms part of URCA’s ongoing work to build a transparent, fair, and proportionate regulatory framework for the natural gas sector in The Bahamas. URCA encourages all interested persons to review the document and provide feedback on the proposed measures.
