URCA 04/2025 – Draft Annual Plan

The Utilities Regulation and Competition Authority (URCA) has published its Draft Annual Plan for 2026 and invites comments from stakeholders and members of the public as part of its formal consultation process.

The Draft Annual Plan sets out URCA’s proposed strategic direction and key priorities for 2026 across the sectors it regulates: electronic communications, electricity, and natural gas. It outlines the Authority’s planned regulatory initiatives, organisational priorities, and performance objectives for the year ahead, as well as the proposed budget for 2026 to support the delivery of these activities. Together, these elements explain how URCA intends to strengthen regulatory capacity, modernise its operations, enhance consumer protection, and continue building a resilient, future-ready regulatory framework that supports national development.

URCA welcomes written comments on all aspects of the Draft Annual Plan, including the proposed priorities, initiatives, regulatory focus areas, and the proposed budget for 2026.

Following the close of the consultation, URCA will consider all submissions received and publish a Statement of Results together with the Final Annual Plan by the end of April 2026 .
