URCA Issues Final Decision on LNG Transfer Operations Regulations to Strengthen Safety and Efficiency in Natural Gas Sector

The Utilities Regulation and Competition Authority (URCA) today announced the publication of its Liquefied Natural Gas Transfer Operations Regulations, 2025, following an extensive public consultation process. These new regulations replace the Natural Gas Ship-to-Ship Handling Operations Regulations (NGS 15/2024).

The finalized regulations reflect URCA’s commitment to fostering a safe, reliable, and environmentally responsible natural gas sector, as outlined in the Natural Gas Act, 2024.

Developed with input from key stakeholders, regulations provide clearer definitions, modernized safety protocols, and streamlined processes for both LNG lightering and bunkering operations.

Among the key enhancements in the 2025 Regulations are:

  • Clear distinctions and tailored requirements for lightering (bulk LNG transfer) and bunkering (transfer for fuel use);
  • Incorporation of international standards;
  • More robust safety provisions, including updated inspection, certification, and risk assessment requirements;
  • Simplified processes for operator registration and transparent fee structures, with mechanisms for periodic review;
  • Provisions to reduce administrative bottlenecks while maintaining safety, such as deemed approvals where no response is received within prescribed notification periods.

The consultation process, conducted between March and April 2025, resulted in numerous constructive recommendations, many of which were accepted and integrated into the final regulations. URCA expressed its appreciation to stakeholders for their valuable feedback, which has helped ensure that the regulations are both practical and forward-looking.

As The Bahamas continues to position itself as a leader in safe and sustainable natural gas operations, URCA will periodically review and update these regulations to reflect evolving best practices and technological advancements.
