NGS 03/2026 SoR and Final Determination on Supplementary Licences for the Natural Gas Sector

Nassau, The Bahamas — 06 February 2026 — The Utilities Regulation and Competition Authority (URCA) has published “Supplementary Licences for the Natural Gas Sector – Statement of Results and Final Decision (NGS 03/2026)”, concluding its public consultation on proposed updates to the natural gas licensing framework under the Natural Gas Act, 2024.

The consultation opened 12 September 2025 (deadline extended to 30 November 2025) and received submissions from Shell and the Florida-Caribbean Cruise Association (FCCA).

URCA’s final decisions include targeted refinements such as:

  • 40-working-day service standard (where applicable) for processing approvals of allowed activities, subject to complete applications and any justified extensions.
  • A shift to principle-based tariff oversight emphasizing cost-reflectiveness, non-discrimination, transparency, and predictability.

URCA also noted next steps, including further consultation on proposed terms and conditions for the Terminal Construction and Pipeline Construction licences, and publication of updated LNG importer licences as standalone instruments.
