New Electronic Communications Sector (ECS) Policy Published

The Utilities Regulation and Competition Authority (URCA) is pleased to announce the publication of the Government of The Bahamas’ new Electronic Communications Sector (ECS) Policy.

This policy outlines the strategic aims and objectives that will guide the development of the electronic communications sector in The Bahamas.

The ECS Policy, published in the Official Gazette on October 21, 2024, reflects the government’s commitment to fostering a modern, inclusive, and robust information and communications technology (ICT) ecosystem.

The policy is central to achieving equitable and sustainable economic and social growth throughout the nation.

The policy provides a comprehensive framework that will inform URCA’s regulatory responsibilities under the Communications Act, 2009.

It aligns with the government’s broader vision for sustainable national development and its dedication to ensuring that all residents of The Bahamas benefit from innovative and accessible ICT solutions.

URCA, as the independent regulator, will play a pivotal role in implementing the objectives of the ECS Policy to ensure that the sector develops in a manner consistent with the strategic goals set by the government.

These goals include promoting the deployment of emerging technologies, such as 5G and fiber-to-the-premises (FTTP), to enhance connectivity across all islands, including underserved and rural areas.

The policy also aims to ensure universal access to high-quality and affordable ICT services for all residents, with a special emphasis on equitable access for vulnerable and marginalized communities.

Additionally, the policy also seeks to align ICT objectives with Sustainable Development Goals (SDGs), including gender equality, climate change action, and inclusive education.

The ECS Policy is an expansive document that covers many more areas of national interest that aim to push The Bahamas towards a connected future.

It also addresses critical challenges, such as bridging the digital divide, fostering innovation, and promoting sustainable competition in the sector.

URCA remains committed to ensuring the effective implementation of these objectives, working collaboratively with stakeholders to achieve a forward-looking, equitable, and competitive ICT environment.
