The Utilities Regulation and Competition Authority (“URCA”) is pleased to announce the
publication of its Consultation Document on the National Spectrum Plan (2025-2028) (“the
Consultation Document”). Section 31(4) of the Communications Act (Comms Act) requires that
the plan is revised every three years. The National Spectrum Plan is formulated in collaboration
with the Government and is intended to further the objectives of the Electronic
Communications Sector Policy. It establishes the methods URCA will employ to facilitate the
use, management and monitoring of radio frequency spectrum in The Bahamas.
The Comms Act establishes URCA’s statutory obligations in relation to spectrum management.
These responsibilities include spectrum planning, allocation, licensing, regulation, enforcement,
and coordination with national and international stakeholders.
The Consultation Document proposes revisions that would align the National Spectrum Pan
(2025-2028) with the national priorities set out in Electronic Communications Sector Policy
2024-2027 and incorporates updates from the 2024 ITU-RR, following WRC-23 (Dubai, 2023).
In particular the Consultation Document proposes four strategic objectives for spectrum
management. These strategic objectives are optimized spectrum utilization, equitable access,
support and innovation and alignment with national development goals.
Respondents are encouraged to review the Consultation Document and submit responses to

on or before Monday, 14 July 2025.
