The Utilities Regulation & Competition Authority (URCA) is pleased to announce the release of a
public consultation document concerning proposed revisions to the Code of Practice for
Content Regulation.
These amendments aim to modernize and enhance broadcasting standards in The Bahamas,
ensuring they align with the latest technological advancements and societal expectations.
The revised Code addresses several key areas, including definitions and interpretations,
operational and technical rules, harm and offence regulations, and the protection of young
persons.
A notable aspect of the consultation is the proposed extension of the Code’s applicability to
digital and social media platforms operated by broadcast licensees, ensuring consistent content
regulation across all media.
Other proposed changes include updating the language related to sensitive issues, such as
incest and sexual abuse, to accommodate modern communication methods, and revising
“election silence” rules to permit the broadcast of political discussions on election polling days.
Proposed changes include clarifying the treatment of sensitive content, refining rules around
gaming advertising and substances like alcohol, cannabis, tobacco, and electronic cigarettes, and
introducing guidelines for synthetic media created by artificial intelligence.
Additionally, the revisions propose updated technical standards, retention requirements for
broadcast recordings, and improvements in emergency announcements for better accessibility.
URCA invites all stakeholders and the general public to participate in this important consultation
process.

submit feedback.
