The deployment of 5G technology in the Caribbean presents both significant opportunities and
regulatory challenges. To ensure successful implementation, Caribbean regulators must ensure
that their respective regulatory frameworks are robust and enabling, providing for efficient
spectrum allocation and management, streamlined infrastructure approval processes, fit-for-
purpose license conditions and strong cybersecurity regulations, all tailored to the unique
economic and geographic context of the Caribbean. The paper recommends a strategic approach
for regulators, prioritizing the promotion of 5G and other advanced technologies while
safeguarding national interests. Central to this strategy is multi-stakeholder collaboration among
governments, regulators, service providers, consumers and other telecommunications industry
participants. Drawing on respective case studies from India and Spain, this paper also
demonstrates the effectiveness of multi-stakeholder collaboration in 5G deployment and its
potential to transform the tourism product.
