The Utilities Regulation and Competition Authority (URCA) has issued public consultations on
the newly developed licenses for the Electricity Sector.
As the sector has matured and with the passage of the Electricity Act, 2024, it has become
necessary to create various types of licenses.
In response, URCA has developed the Electricity System Operator Licence and the Electricity
Transmission and Distribution Licence.
The Electricity System Operator Licence aims to regulate the activities of system operators,
ensuring they meet the necessary standards for efficiency and reliability.
Similarly, the Electricity Transmission and Distribution Licence has been developed to ensure the
effective regulation of transmission and distribution activities within the electricity sector.
The primary objective of the National Energy Policy and electricity sector policy is to establish a
regime that ensures the provision of sustainable and affordable electricity.
A clear and transparent licensing system, which includes appropriate exemptions, is critical to
achieving this goal.
URCA emphasizes the importance of consulting with interested parties during the license
determination process to ensure that the regulatory framework is comprehensive and effective.
The objective of the consultation documents is to publish drafts of the licenses, provide context
concerning their issuance, and solicit feedback on their contents and potential improvements.
URCA invites comments and submissions on these consultation documents from members of
the public, licensees, and other stakeholders.
The consultation period is 30 calendar days, with the deadline for responses set for 2
September 2024.
